Special Municipal Election – November 5, 2019
A Special Municipal Election has been called to take place in the City of San Clemente on November 5, 2019 for the purpose of filling a vacancy on the City Council created by the death of Council Member Steve Swartz on May 8, 2019. The Special Municipal Election of November 5, 2019 will be conducted as an all mail ballot election, if legally permissible. If a mail ballot election is found to not be legally permissible, said Special Municipal Election will be conducted as a precinct election. The person elected will fill the remainder of Councilmember Swartz's unexpired term of office, which will end upon the installation of the Members of the City Council who are elected at the November 3, 2020 General Municipal Election.
Any person desiring to seek election for Member of the City Council must be a registered voter of the City of San Clemente at the time nomination papers are issued by the City Clerk. The nomination period for the November 5, 2019 election begins on Monday, July 15, 2019 and closes on Friday, August 9, 2019 at 5:00 p.m. During this period, individuals may take out, circulate and file nomination papers.
If Council appoints a person to fill the current vacancy on the City Council until the November 5, 2019 special election is held and a successor is duly elected and installed, and if that appointed incumbent does not file nomination papers by August 9, 2019 at 5:00 p.m. to seek election to the City Council at the November 5, 2019 election, the filing period will be extended to August 14, 2019 at 5:30 p.m. During this extension period, any eligible person, other than the appointed incumbent, may take out, circulate and file nomination papers to seek election to the Office of Member of the City Council at the November 5, 2019 election.
Citizens interested in taking out nomination papers are invited to visit the San Clemente City Clerk’s Office, located at 910 Calle Negocio, San Clemente, during the nomination period identified above. Appointments are encouraged, but are not necessary. At the time that you take out nomination papers, the City Clerk will explain the election process in greater detail and sign/date a Nomination Paper for you to circulate for signatures. Your meeting with the City Clerk will take approximately 30 to 45 minutes. If you wish to make an appointment to take out nomination papers, please call the City Clerk’s Office at 949-361-8345.

The last day to register to be eligible to vote in the November 5, 2019 election is October 21, 2019. Registration forms are available at City Hall, 910 Calle Negocio, San Clemente, California. You may also call the City Hall Receptionist at 949-361-8200 to request that a mail-in registration form be sent to you. Additionally, you can register on line by accessing the Orange County Registrar of Voters’ website at www.ocvote.com.
Candidates for office have the option to have a Candidate Statement published in the Voter Information Guides that are mailed to registered voters. The costs of providing Candidate Statements to the voters are paid by the candidates. Candidate Statements become public after the close of the nomination period for the office being sought. In addition to viewing the Candidate Statements in your Voter Information Guide, you may view them at the City Clerk’s Office (located at 910 Calle Negocio, San Clemente), or by accessing the Orange County Registrar of Voters’ website at www.ocvote.com
To date, no ballot measures have been scheduled for placement on the ballot for the Special Municipal Election of November 5, 2019.
