General and Special Municipal Election - November 3, 2020

Overview

General Municipal Elections are conducted in the City of San Clemente in November of even-numbered years.  The next General Municipal Election will take place in the City on November 3, 2020 for the purpose of filling two seats on the City Council, one City Treasurer and one City Clerk, each for a full term of four years. Additionally, a Special Municipal Election will be held on November 3, 2020 for the purpose of filling an unexpired term (short term for two years) on the City Council.

Process to Seek Election for Member of the City Council, City Treasurer and City Clerk

Any person desiring to seek election for Member of the City Council (full term of four years), Member of the City Council (short term of two years), City Treasurer (full term of four years) or City Clerk (full term of four years) must be a registered voter of the City of San Clemente at the time nomination papers are issued by the City Clerk. The nomination period for the November 3, 2020 election begins on Monday, July 13, 2020 and closes on Friday, August 7, 2020 at 5:00 p.m.  During this period, individuals may take out, circulate, and file nomination papers.  If an incumbent for one of the offices being voted upon does not file nomination papers by 5:00 p.m. on August 7, 2020, the filing period for that specific office only will be extended until August 12, 2020 at 5:30 p.m. During this extension period, any eligible person, other than the incumbent, may take out, circulate, and file nomination papers for that office. The office of Member of the City Council for the two-year short term is not eligible for a possible extended filing period because the office is currently vacant and California Elections Code Section 10225(b) specifies that an extended filing period does not apply when there is no incumbent eligible to be elected.

Please call the City Clerk’s Office at (949) 361-8345 to make an appointment to pull or file nomination papers. You can pull papers via an in-person appointment with the City Clerk or, during the Covid-19 emergency, you can also discuss the election process with the City Clerk via teleconference. At the time of your meeting, the City Clerk will discuss options for you to receive your Candidate Handbook and nomination papers (i.e., mail or email), as well as options for filing your papers.
