Housing Element and Housing Action Plan

The City's 6th Cycle Housing Element was adopted by City Council and certified by the State in 2022. The Housing Element provides policies and programs to maintain, improve, and accommodate housing needs in the City through a Housing Action Plan.

The Housing Action Plan includes Objective Design Standards that apply to multi-unit residential projects within a Housing Overlay, in addition to the land uses allowed by the underlying zoning. The City initiated the Housing Action Plan with a community workshop and public surveys in February and March of 2023. The City Council approved the first phase of the Housing Action Plan implementation at a public hearing on November 19, 2024.

Pending Housing Action Plan programs include an update to the development standards that apply to the Emergency Shelter Overlay, update to the Inclusionary Housing Ordinance, and update to the City's ADU standards.

Parking and Transportation Demand Management Plan

The City is developing a parking and transportation demand management plan with assistance from Chen Ryan Associates (transportation consultant). The project is funded by a Coastal Commission grant and includes the Downtown, North Beach, Pier Bowl, and coastal parking lots. Public outreach has been initiated at The Glitz (2024), Earth Day, Cinco de Mayo, and the Car Show events and will continue through 2025.

General Plan Amendment

The proposed General Plan Amendment would align the City's General Plan with State requirements such as SB 1035, SB 1425, and AB 747, which relate to open space, hazard mitigation, and climate resilience strategies. The bulk of the changes involve incorporating a Local Hazard Mitigation Plan and new figures into the General Plan Safety Element, adding equitable access policies to the Coastal and Natural Resources Elements, and a rewilding/resilience policy in the Natural Resources Element. These changes would be city wide.
