Update:

The City of San Clemente reviewed all costs incurred with addressing homelessness in the City.  Since the 2018, the City has incurred the following costs:

  • Legal costs of approximately $390,000
  • One-time costs of $77,000 (campsite set-up and other related acquisitions)
  • On-going costs up to $30,000 a month

Recently, the City has been receiving reports about people experiencing homelessness living in the Marblehead Coastal Preserve. If you would like to report instances such as these, residents are encouraged to contact the Center for Natural Lands Management (CNLM). A brief summary of CNLM, as well as their contact information, can be found below.

The Center for Natural Lands Management (CNLM) is a California nonprofit organization that was established to protect sensitive biological resources in perpetuity through professional, science-based stewardship of conservation lands. For the Marblehead Coastal Preserve, CNLM holds a conservation easement as well as a long-term agreement to protect imperiled species and their habitats on the approximately 100-acre preserve. Background: 

Over the past several years, Orange County has seen an increase in homelessness.  The City of San Clemente along with other cities are focusing on ways to provide appropriate resources for those that are in need of assistance.  The City is required to comply with State and Federal laws when addressing the impacts of homelessness and to ensure the safety of those providing access to help and to those receiving it.

The City has received many inquiries from residents asking about what types of resources and services are being provided to the City’s homeless and the steps being taken to address their concerns.  As part of the City’s ongoing effort to reduce homelessness and to address the concern of residents, the City has contracted with City Net to provide mobile outreach services.  In addition, Mercy House on behalf of the County of Orange, provides mobile outreach services as well.  As homeless outreach providers, it is their goal to better understand the needs of the homeless within the community. City Net and Mercy House staff will work closely with the Orange County Sheriff’s Department to provide outreach and case management for homeless individuals and families they encounter.  They will also provide the appropriate resources for those in need of assistance via their vast network of resources with other partners.  In addition, the City is working diligently with various local non-profit organizations to continue meeting the ongoing needs for those experiencing homelessness.
