City Approved to Reopen Beaches for Active Use

Post Date:05/04/2020 2:44 PM

5/4/2020…San Clemente, California… Effective Monday, May 4, 2020, the City of San Clemente will reopen its beaches for active use only, seven days a week. The City worked diligently with the Governor’s Office to develop a re-opening plan that supports social distancing while  encouraging  outdoor  use  and  exercise,  aligning  with  Governor’s  March  19,  2020

Executive Order EO-N-33. Based on this guidance, permitted activities include walking/running/jogging; ocean recreation: swimming, stand up paddling boarding, surfing, bodyboarding, skim boarding, kayaking; and physical activity that keeps individuals in non- stationary active motion.   Representatives of Governor’s Office of Emergency Services, California State Parks, and the California Natural Resources Agency have authorized the City of San Clemente to reopen beaches operated by the City of San Clemente under the City’s beach re-opening plan.

Additionally, the San Clemente Municipal Pier will reopen on Tuesday, May 5, 2020 for active use only, while maintaining social distancing. Fishing will be prohibited until further notice.

Those who wish to enjoy the pier need to practice social distance and avoid stopping along railings and benches.

The active use guidelines will remain in place until further notice. Additionally, all beach restrooms and beach parking will remained closed until further notice.  Modifications to this direction will be evaluated regularly and will coincide with the Governor’s “Roadmap to Resilience” plan – which outlines a reopening in stages.

Orange County Sheriff’s Department, Marine Safety, and Park Rangers will continue to patrol and monitor the beach and trail. The primary objective is to educate beachgoers that San Clemente beaches are only for active use, in an effort to seek voluntary compliance.  Those found not voluntarily complying, may be cited under SCMC § 8.12.090, § 9.24.030, and San Clemente City Council Resolution No. 20-30.

For questions regarding these guidelines, please email or

contact City Hall at (949) 361-8200.
