What is the purpose of the Finance Division?
The Finance Division accounts for and reports financial activity for all City Funds, manages the billing and collection of all City Utilities, receives General Fund revenues, oversees purchasing and pays all City bills.
Finance Division Location and Hours of Operation:
The Finance Division is located at City Hall, 100 Avenida Presidio, San Clemente, CA 92672. Office hours are Monday-Thursday from 7:30 a.m. to 5:30 p.m., and every other Friday from 8:00 a.m. to 5:00 p.m. For access to the workday schedule please click below.

Where reports are available on the City Finances?
The City operates on a Fiscal Year that begins July 1 and ends June 30. The City publishes the Long Term Financial Plan, the Annual Budget, and the Comprehensive Annual Financial Report.

The Long Term Financial Plan (LTFP) is the annual process to address issues that may impact the City’s financial condition over the next five years. The issues are identified and staff prepares recommendations which are presented to City Council for direction and implementation.

The Annual Budget presents the annual financial plan for the City. The budget also includes information on the City, its organization, department activity, financial policies, capital program, and staffing.

The Comprehensive Annual Financial Report (CAFR) are the financial statements for a completed Fiscal Year.
