CDBG Consolidated Plan
This is an extension of the 2006-09 Consolidated Plan submitted to the Department of Housing and Urban Development (HUD) in May 2006. The plan provides a Housing Needs Assesment, Housing Market Analysis, Strategic Plan for use of CDBG funds, the Annual Plan for 2006-07, Citizen Participation Plan and various statistical exhibits and maps.

Affordable Housing Overlay Ordinance
The Affordable Housing zoning overlay allows for housing to be built in identified commercial zones on the zoning map. The zoning ordinance, under Special Uses, #17.28.035 describes the details of the allowable housing uses. For more information click on the ordinance link below and view the maps.

Fair Housing Foundation
The Fair Housing Foundation (FHF) is a non-profit corporation that has been providing services to municipalities for 44 years. Direct client services are located in the City of Long Beach. You may contact staff at (562) 989-1206 or (800) 446-3247. FHF offers a comprehensive Fair Housing Program that includes:
  • 1) Discrimination Complaint Intake and Investigation
  • 2) Enforcement and Impact Litigation
  • 3) Landlord/Tenant Counseling and
  • 4) General Fair Housing Education, Trainings and Outreach.

Neighborhood Revitalization
This includes the Home Rehabilitation Program which provides loans for qualified rental properties and owner-occupied properties, and the Neighborhood Pride Program which provides special neighborhood clean-ups, public education of laws and services, and code enforcement. The Building Division - Code Enforcement Program accepts written complaints from the public at any time. Forms can be sent to you by the Administrative Assistant at (949) 361-6162. Special clean-ups can be arranged through the Housing Coordinator (949) 361-6188 or Senior Code Compliance Officer at (949)361-6172.

Home Rehabilitation Program General Information
Each year a limited amount of federal funds are available as grants and loans for use in repairing and improving your home, mobile home, or rental property in the federally designated Community Development Block Grant Target Area. A vital part of the Neighborhood Pride Program is to provide low-cost rehabilitation loans to repair health and safety hazards, and to improve your property for the betterment of the neighborhood.

Owner Occupied Loans application form
0% and 3% loans are available to qualified homeowners living in designated areas downtown and in some cases outside of the target area for qualified homeowners with properties with health and safety problems. Grants up to $3,000 may be given for small projects to remedy health and safety issues to persons earning less than 50% of median income. The current income qualifications are listed in the application.

Rental Rehabilitation Loans application form
3% loans and 50-50 matching deferred loans are the typical loans provided to property owners renting to low income households with rents not exceeding HUD guidelines. The 50-50 deferred loan becomes a grant after 4 years of property ownership.

Redevelopment Agency Affordable Housing Program
This program provides funds for non-profit agencies to acquire and rehabilitate older apartment buildings or construct new apartments for long term affordable housing for very low income households (persons earning less than 50% of median income). Proposals from Non-profit developers are accepted year-round pending available funds and priorities are met. Contact the City Housing Coordinator for more information at 949-361-6188.

Inclusionary Housing Program
This program requires developers building 6 housing units or more to provide 4% of the total number of units for very low-income households, on-site, off-site, or pay an in-lieu fee, donation of land or a combination recommended by the Community Development Director. The in-lieu fees are provided as a no interest or low interest loan to non-profit agencies for a minimum of 55 years to acquire or build affordable housing.

Housing Element of General Plan
The Housing Element is a component of the General Plan which identifies the housing needs of all economic segments of the community and recommends ways to meet these needs while balancing community objectives and resources. State law requires that all cities adopt a Housing Element and requires that the Element be revised as appropriate but not less than every five years, unless extended by the State.
