City of San Clemente

General Municipal Election – November 6, 2018

 

Overview

General Municipal Elections are conducted in the City of San Clemente in November of even-numbered years.  The next General Municipal Election will take place in the City on November 6, 2018 for the purpose of filling three seats on the City Council, each for a full term of four years.  As of this writing (February 1, 2018), one measure has been added to the ballot relating to initiative for election of City Council members by district. The legal deadline to add a measure to the ballot is August 10, 2018.  This website will be updated in the event an additional measure(s) is added to the ballot before the August 10th deadline.

 

Process to Seek Election for Member of the City Council

Any person desiring to seek election for Member of the City Council must be a registered voter of the City of San Clemente at the time nomination papers are issued by the City Clerk.  The nomination period for the November 6, 2018 election begins on Monday, July 16, 2018 and closes on Friday, August 10, 2018 at 5:00 p.m.   During this period, individuals may take out, circulate and file nomination papers.  If an incumbent for one of the offices being voted upon does not file nomination papers by 5:00 p.m. on August 10, 2018, the filing period will be extended until August 15, 2018 at 5:30 p.m.  During this extension period, any eligible person, other than the incumbent, may take out, circulate, and file nomination papers for that office.

Citizens interested in taking out nomination papers are invited to visit the San Clemente City Clerk’s Office, located at 910 Calle Negocio, San Clemente, during the nomination period identified above.    Appointments are encouraged, but are not necessary.  At the time that you take out nomination papers, the City Clerk will explain the election process in greater detail and sign/date a Nomination Paper for you to circulate for signatures. Your meeting with the City Clerk will take approximately 30 to 45 minutes.  If you wish to make an appointment to take out nomination papers, please call the City Clerk’s Office at 949.361.8345.

 

Voter Registration Information

Are you registered to vote?  You must re-register if you:

  • Move
  • Change your name
  • Change your party affiliation

The last day to register to be eligible to vote in the November 6, 2018 election is October 22, 2018.  Registration forms are available at City Hall, 910 Calle Negocio, San Clemente, California.  You may also call the City Hall Receptionist at 949.361.8200 to request that a mail-in registration form be sent to you.  Additionally, you can register on line by accessing the Orange County Registrar of Voters’ website at  www.ocvote.com.

 

Notice of Election

NOTICE IS HEREBY GIVEN that a General Municipal Election will be held in the City of San Clemente on Tuesday, November 6, 2018, for the following Officers:

For Three Members of the City Council               Full Term of Four Years

The nomination period for these offices begins on July 16, 2018 and closes on August 10, 2018 at 5:00 p.m.  During this period, San Clemente registered voters may take out, circulate and file nomination papers. If one or more of the incumbent(s) for the office(s) being voted upon do not file nomination papers by 5:00 p.m. on August 10, 2018, the filing period will be extended until August 15, 2018 at 5:30 p.m. During this extension period, any San Clemente registered voter, other than the incumbent(s) who failed to file for re-election, may take out, circulate, and file nomination papers for that office.

If no one or only one person is nominated for an elective office, appointment to the elective office may be made as prescribed by Section 10229 of the Elections Code of the State of California.

NOTICE IS HEREBY GIVEN that the following measure is to be voted on at the General Municipal Election to be held in the City of San Clemente on Tuesday, November 6, 2018.

 Shall the ordinance be adopted to change the manner in which City Council members are elected from “at large” to “by district,” to establish a task force to recommend district boundaries, and to require a special election if the City Council does not adopt the task force’s recommendation?

Candidate Statements

Candidates for office have the option to have a Candidate Statement published in the Sample Ballots that are mailed to registered voters.  The costs of providing Candidate Statements to the voters are paid by the candidates.  Candidate Statements become public after the close of the nomination period for the office being sought.  In addition to viewing the Candidate Statements in your Sample Ballot, you may view them at the City Clerk’s Office (located at 910 Calle Negocio, San Clemente), or by accessing the Orange County Registrar of Voters’ website at www.ocvote.com
