What is the Human Affairs Committee (HAC)?
The Human Affairs Committee (HAC) serves as an outreach arm for human services into the community on behalf of the City Council. The seven appointed members are responsible for assessing the human needs and issues within the city and advising the City Council of community needs. The HAC prioritizes community needs, identifies resources available to the members of the community, and assists in bringing together resources to those in need. Committee member’s spheres of influence facilitate identification of needs and enable the committee to better provide advice to the Council and support to the community. An excellent illustration of a sphere of influence is Lee Steelman’s involvement in launching and implementing the SCANN survey in the “pockets of poverty” located in San Clemente.
How Are The Members Appointed
Each year two HAC members are appointed to the Community Grants Budget Committee to make recommendations to the City Council for awarding grants to non-profit organizations for social and community services. This year was no exception and the City Council was generous and supportive of the community once again.
The Committee utilizes Public Forums to assist in need identification, educate the public, and provide a unique and highly effective opportunity for the various non-profits to network and discover how they can collectively provide a higher level of support to our citizens. Most of the five forums were advertised in the Sun Post fairly prominently and one of the forums was in the OC Register in the “Our Towns” section, generating a number of phone calls and first-time attendees at the forum. As a result, the forums were well attended by the public this past year. This increased public interest was likely due in part to topics addressed that were both timely and informative.
When do they meet?
The Human Affairs Committee meets every other even month on the second Tuesday of each month and hosts a public forum five times each year. Each forum focuses on a topic that is of interest to the public and/or the service agencies.
The committee members participate in numerous community events, providing information to the community about services and referral agencies. This year, as in years past, the HAC staffed an information booth at the annual Cinco de Mayo festival, giving popcorn to the children and providing community resource information to the adults. Each year the HAC interviews nominees for the Human Relations Leadership Award. This year we will proudly announce the winner, Leslie Ramos, at the San Clemente High Senior Awards event.
Quality of Life in San Clemente
The Human Affairs Committee endeavors to provide support to the residents of San Clemente so that they may enjoy the quality of life described in the City’s Mission statement. Once again, the members of the HAC express our heartfelt appreciation to the City Council for your support of our efforts and the financial support of the Social Services Grant Program.
